To propose that the National Assembly for Wales, in accordance with Standing Order 22.50, agrees that Joyce Watson may lay a proposed Order, to give effect to the outline proposed Order provided on 23 January 2009 under Standing Order 22.48, and an Explanatory Memorandum.
