To propose that the National Assembly for Wales, in accordance with Standing Order 27.6:

Notes the draft budget for the financial year 2009-2010 and 2010-2011 laid in the Table Office by the Minister for Finance and Public Service Delivery on 7 October 2008.

To propose that the National Assembly for Wales:

Welcomes the Welsh Assembly Government's commitment to supporting the development of co-operatives and social enterprises.

Amendments tabled on 13 November 2008

To propose that the Assembly resolves to adopt the following amendments to motions:

1. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

Regrets the Welsh Assembly Government's continued lack of financial support for local authorities.

Add as new point at end of motion:

Calls on the Welsh Assembly Government to re-draft this budget in order to pass on to local government the uplift received by the Welsh Assembly Government in the block grant.

3. William Graham (South Wales East)

Add as new point at end of motion:

Regrets that the Assembly Government’s budget fails to address the financial pressures arising from increased energy costs and the economic downturn.

Calls upon the Welsh Assembly Government to review the Local Government settlement to prevent significant increases in council tax and reductions in front line public services.

Accepts that the draft budget settlement will exacerbate the higher education funding gap between universities in England and Wales.

Calls on the Welsh Assembly Government to consider alternative funding streams, including the private sector, to help deliver front line services and capital investment.

Regrets that the level of capital funding for HEES has been cut in real terms over the next three years.

Regrets that the draft budget will not address the scale of the housing crisis in Wales.

Notes that the low increase in the Economy and Transport portfolio’s budget will limit the Welsh Assembly Government’s response to the economic crisis.
