The Minister for Children, Education, Lifelong Learning and Skills (Jane Hutt): Pupils’ examination results are collected annually from awarding organisations for the school performance exercise. Table 1 lists the schools where less than 30 per cent of pupils aged 15 achieved the Level 2 threshold including a GCSE grade A*-C in English or Welsh first language and mathematics in 2007 and 2008. This information was not collected prior to 2007. Table 2 lists the schools where less than 30 per cent of pupils aged 15 achieved the Level 2 threshold since 1997. The Level 2 threshold is equivalent to the volume of 5 GCSEs at grade A*-C. The information below is listed alphabetically and relates to maintained secondary schools only.

Nick Bourne (Mid and West Wales): What estimate has a) her Department and b) the Environment Agency made of the number of households who burn household rubbish in their gardens? (WAQ54158)
The Minister for Environment, Sustainability and Housing (Jane Davidson): I refer you to my answer to WAQ54157.
Information about the number of nuisance bonfires reported is available from each local authority Environmental Health Department.
Nick Bourne (Mid and West Wales): What research has a) her department and b) the Environment Agency undertaken into the burning of household waste inside the curtilage of domestic dwellings? (WAQ54159)
Jane Davidson: As part of the evidence base for the revision of the Wales waste strategy DESH commissioned RPS consulting to study the relative polluting impacts of collecting material for centralised composting and burning the same material in gardens within the curtilage of domestic dwellings.
The conclusions of the report are that: '…in order to reduce emissions of carbon dioxide and dioxins, the burning of garden waste should be discouraged and the centralised collection and composting of green waste should be encouraged.’
The Assembly Government will continue to promote home composting and centralised composting of garden wastes over burning it in gardens based on scientific evidence.
The Environment Agency has provided the following information in response to your question:
'As the Environment Agency has no direct regulatory remit on burning of household wastes at domestic properties, we have not carried out any estimates or research on this.
Householders can legally burn their own waste in their gardens. The Clean Neighbourhoods and Environment Act extends the provisions of the Environmental Protection Act to householders to ensure that this does not cause pollution or harm to human health. The Local Authority is the competent authority in this regard and can take action regarding nuisance from bonfires.
As Local Authorities provide a wide range of waste collection services and availability of household waste recycling centres, there should be little need to burn waste in gardens and wastes such as hedge and grass clippings can be composted effectively at home as well.’

Andrew Davies: The Assembly Government’s approach in developing the Final Budget for approval by the Assembly each year is for contingency reserves to be set at a low but prudent level—in general no more than 1 per cent of the Assembly Government’s total budget for the year ahead—which are not earmarked for specific purposes. This enables the Assembly Government to respond to developing pressures and priorities that emerge in-year.

The Minister for Heritage (Alun Ffred Jones): The last discussion was in 2002 but the UK Government are aware of the Assembly Government’s continued support for a St David’s Day holiday.
Nick Bourne (Mid and West Wales): Will the Minister provide details of the number of a) children and b) adults registered as members of libraries in Wales in each year since 1999, broken down into local authority area? (WAQ54129)
Alun Ffred Jones: The main source of public library statistics is the annual survey carried out by the Chartered Institute of Public Finance and Accountancy (CIPFA). Data relating to public library membership is no longer collected and has been replaced by data relating to 'active borrowers’. CIPFA does not divide the data by children and adults. Please find below a table outlining the number of 'active borrowers’ for each public library authority in Wales since 1999.
Please note that 'active borrowers’ does not provide a complete picture of public library usage. Members of the public do not have to be a library member or a borrower to take advantage of a wide range of services such as reading newspapers, using the reference service to answer enquiries, using local studies collections or taking part in the increasing range of activities.
An 'active borrower’ is currently defined as someone who has borrowed an item from the public library service in the last 12 months. However the CIFPA definition for 'active borrower’ has changed over the years making comparisons difficult. In 2002-03 the guidance given for completing the statistical return stated: 'Authorities which have only some of their service points automated should estimate figures for the remainder from the automated system. Authorities which do not have any automated service points are asked to report membership figures.’ (Public Library Statistics, 2003-04 Actuals, CIPFA, p.134). Subsequently, the following year this definition for Active Borrowers had changed to: 'This figure should come from the library management system and relate to borrowing and not membership figures.’ (Public Library Statistics, 2004-05 Actuals, CIPFA, p.127). As a result, figures for some authorities will have been measured differently and will show marked changes in the table. Some authorities implemented this change only recently e.g. Caerphilly County Borough Council.

An 'Active Borrower’ is someone who has borrowed an item from the public library service in the last 12 months. It therefore does not include people who use the library service for other activites e.g. newspapers, events, enquiries.
The CIFPA method for calculating 'active borrower’ figures has changed over the years making comparisons difficult. Local authorities in Wales have implemented the differing recording methods at different times eg Caerphilly, Wrexham.
