2. Minutes of the previous meeting

BC(3)10-11 (draft minutes) – Tuesday 22 March 2011

2.1 The minutes were presented to the Committee in their draft format.  As there were no comments, they would be translated in readiness for publication.

3. Forthcoming Business

This Week's Business - BC(3)11-11(p1)

3.1 The Minister for Business announced that the following item would be taken on Tuesday:

  • Statement by the Minister for Social Justice and Local Government: Review of Local Government - Local Regional National: What services are best delivered where? (30 mins)

  • Statement by the Minister for Children, Education and Lifelong Learning: Report on the Structure of Education Services in Wales (30 mins)

3.2 The Committee agreed that Voting Time would take place no earlier than 5.00pm on Tuesday and Wednesday.

3.3 The Committee noted the organisation of business for 29 and 30 March 2011.

3.4 The Committee noted that all votes in relation to the Education Measure would be taken during Stage 3 and 4 proceedings.

4. Other Business

(i) The effect of Dissolution on the Making and Laying of Welsh Ministers’ Subordinate Legislation – BC(3)11-11(p2)

4.1 The Business Committee considered a paper from the government regarding subordinate legislation that would be laid before the Assembly in the week beginning 28th March 2011 prior to dissolution.  

4.2 The Committee agreed that they would have to suspend Standing Orders to enable the relevant committee to report on statutory instruments outside of the 20 day period normally allowed for such reports, given the uncertain timescale for the establishment of committees post-election.

5. Other Business

5.1 The Presiding Officer thanked Business Managers for the consensual and constructive approach to managing the Assembly business through the Business Committee in the Third Assembly. He then thanked the officials for their support and advice to the Committee.  The Business Minister also expressed her thanks to the Welsh Government and Assembly officials for all their support.
