Committee Details


  • The responses to the Committee’s consultation, electing a more diverse Senedd, have been published.
  • The Chair of the Committee wrote to the Llywydd on 1 June 2020 (PDF, 465KB) to explain how it will complete its work in light of the COVID-19 pandemic.
  • Senedd committee business resumed on 28 April 2020 following a temporary suspension in response to the current public health situation.
  • The Chair of the Committee wrote to the Chief Executive and Clerk of the Senedd on 28 April 2020 (PDF, 484KB) to explain that, due to the current public health situation, it would not be possible to proceed with the procurement of a citizens’ assembly to inform the committee’s work.

The Committee was established on 18 September 2019 to examine the recommendations of the Expert Panel on Assembly Electoral Reform. The Committee will be dissolved following a Plenary debate on its final report.


The establishment of the Committee was proposed by the Llywydd following the Senedd Commission’s decision in June 2019 not to introduce legislation in this Senedd term in respect of Phase 2 of its Senedd Reform programme.


Strategic objectives

The Committee is aiming to:

  • consolidate and add to the existing evidence base,
  • inform and engage the public, and
  • outline a roadmap for reform to inform political parties’ consideration of their policy positions and manifestos for the 2021 Senedd election.
