National Assembly Committee opens consultation on Regulated Mobile Home Sites (Wales) Bill

A National Assembly for Wales Committee is asking the public for its views on a backbench Member’s Bill that seeks to introduce a new licensing and enforcement regime for residential mobile home sites in Wales.

The Explanatory Memorandum accompanying the Bill says that it also aims to modernise a number of elements of the contractual relationship between mobile home owners and site owners, and give Welsh Ministers powers to approve a code of practice with regard to the management of sites, and to make management regulations.

The Communities, Equality and Local Government Committee is calling for evidence as it considers the general principles of the Bill, which is the first to have been introduced by a backbench Member in the Fourth Assembly.

Among the questions the Committee will ask as part of the consultation are:

–whether the Bill is necessary;

–whether it achieves its stated purpose;

–whether the key provisions set out in the Bill are appropriate;

–what are the potential barriers to the implementation of these key provisions;

–whether there are any unintended consequences arising from the Bill; and

–whether the Bill sets out its proposals in sufficient detail, or whether it leaves too much to Ministers to be set out at a later date.

“This Bill seeks to address issues which have a real impact on those living on residential mobile home sites in Wales,” said Ann Jones AM, Chair of the Communities, Equality and Local Government Committee.

“We intend to examine how effective the Bill might be in addressing those issues proportionately and fairly, and it is vitally important that we gather people’s views and ideas on this subject.

“We want to hear from anyone with an opinion on this to consider the Bill and the Explanatory Memorandum, and submit their ideas to the Committee.”

The public consultation on the Bill will close on 7 December 2012
