Approves that the draft The Planning (Hazardous Substances) (Determination of Procedure) (Wales) Order 2017 is made in accordance with the draft laid in the Table Office on 10 March 2017.

Approves that the draft The Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) (Amendment) Regulations 2017 is made in accordance with the draft laid in the Table Office on 10 March 2017.

To propose that the National Assembly for Wales:
1. Notes the significant investment of over £217 million in the Welsh Government Warm Homes Programme since 2011.
2. Notes the multiple benefits delivered by the programme through the provision of advice and support to over 85,000 households, 39,000 of which are living in warmer homes with significant energy bill savings, as a result of free home energy improvements.
3. Notes the significant health impacts resulting from investment in Warm Homes, alongside wider benefits relating to the environment, economy and educational attainment.
4. Notes the forward commitment of £104 million over the next four years, to improve the well-being of people in up to 25,000 low income households across Wales.
5. Notes this future investment will bring in up to £24 million of European funding, in addition to funding received from the UK Energy Company Obligation.
