Pan fydd Senedd y DU yn dymuno deddfu ar fater sydd eisoes wedi'i ddatganoli i Senedd Cymru, mae confensiwn yn ei gwneud yn ofynnol na fydd yn gwneud hynny fel arfer heb gael cydsyniad Senedd Cymru. Bydd y Senedd yn rhoi'r cydsyniad hwn drwy gyfrwng Cynigion Cydsyniad Deddfwriaethol. Mae'r Senedd yn ystyried Cynigion Cydsyniad Deddfwriaethol drwy graffu ar Femoranda Cydsyniad Deddfwriaethol.
