A Committee of the Whole Senedd may be convened for a specific purpose. A list of the Committees of the Whole Senedd during the Sixth Senedd, together with their remit is included below:
Senedd Cymru (Members and Elections) Bill
The Committee was convened on 31 January 2024 in accordance with Standing Order 26.17(iii). Its remit is to consider amendments to the Senedd Cymru (Members and Elections) Bill at Stage 2.
Senedd Cymru (Electoral Candidate Lists) Bill
The Committee was convened on 17 July 2024 in accordance with Standing Order 26.17(iii). Its remit was to consider amendments to the Senedd Cymru (Electoral Candidate Lists) Bill at Stage 2. Stage 2 proceedings were scheduled to take place on 1 October 2024.
On 16 September 2024, the Cabinet Secretary for Social Justice issued a written statement outlining the Welsh Government's intention to seek the withdrawal of the Bill. The Bill was withdrawn with the agreement of the Senedd on 24 September 2024, in accordance with Standing Order 26.79.
Mental Health Review Tribunal for Wales (Membership) Bill
The Committee was convened on 13 January 2026 in accordance with Standing Order 26.103 as the Senedd agreed that the Mental Health Review Tribunal for Wales (Membership) Bill should be treated as an Emergency Bill. Its remit was to consider amendments to the Mental Health Review Tribunal for Wales (Membership) Bill at Stage 2.
