NDM3830 - Andrew Davies (Swansea West):

To propose that the Assembly, in accordance with Standing Order 27.6:

Notes the draft budget for the financial years 2008-2009, 2009-2010 and 2010-2011 laid in the Table Office by the Minister for Finance and Public Service Delivery on 5 November 2007.

The following amendments were tabled:

Amendment 1 - Kirsty Williams (Brecon and Radnorshire)

Add as new points at end of motion:

"1 Expresses concern that the local government settlement may result in council tax rises or service cuts.

2 Believes that, in light of the tight budget settlement, new commitments in the One Wales programme should be postponed in order for the Welsh Assembly Government to focus on core services.”

Amendment 2 - William Graham (South Wales East)

Add as new point at end of motion:

"Deplores that the Assembly Government has failed to secure the funding to achieve either their stated priorities or to address the needs of the people of Wales.”

Amendment 3 - William Graham (South Wales East)

Add as new point at end of motion:

"Deplores the level of the current local government settlement as it is inadequate to safeguard core services and calls for an urgent review of this settlement.”

Amendment 4 -  William Graham (South Wales East)

Add as new point at end of motion:

"Notes the Finance Committee Report (FIN(3)-07-R04) which states "that the figures presented show a significant shortfall in available capital funding when account is taken of the backlog of maintenance in key areas of Government policy”.”

Amendment 5 - William Graham (South Wales East)

Add as new point at end of motion:

"Notes that the draft budget makes available funds for a Commission to review Assembly Finances, that such a review will not affect the current Comprehensive Spending Review or the resources available to Wales for the next three years, and regrets no timescale for the Commission to review Assembly funding has been announced.”

"Deplores the lack of budgetary provision for the NHS capital investment programme and the backlog maintenance programme.”

"Deplores the lack of budgetary provision for the education capital investment programme and the backlog maintenance programme.”

"Deplores the continuing failure to restore and increase the real value of social housing budgets.”

"Deplores that the additional consequential from "Aiming High for Disabled Children: Better Support for Families” has not been preserved for disabled children and their families in Wales.”

"Deplores the failure to find adequate funding for flood defences in Wales.”

"Deplores the failure to maintain real term investment in road safety.”

"Deplores the failure to maintain real term investment in programmes to combat domestic violence.”
