Alternatively send your submission by e-mail or by post to the addresses listed below. However you intend to submit, please do so by the deadline of 12 September 2025.

Responses in BSL can be uploaded by using the online response form.

Before completing the Form please prepare a video of you signing the your response to the questions in this consultation in BSL.

When you have a video prepared complete the form to access our video upload platform.

The form will first ask for details about you as a respondent, which is needed for all responses in whatever format or language they are provided. Once those initial details have been provided, you can choose to respond by completing individual questions online, by file upload or by uploading a video in BSL.

If you select uploading a video in BSL, after submitting the form you will receive an e-mail giving you access to our secure file upload system.

Follow the link in this e-mail be able to submit a video file (or files) securely to a folder within the online system. This link is individual to you and should not be shared.

Understanding the Legislative Process of the Welsh Parliament

The Senedd is responsible for making laws in devolved areas in Wales. Before becoming law, Bills go through a process aimed at ensuring that Senedd Members have properly considered the Bill and its consequences. As part of the process, Members can ask a smaller group of members (known as committees) from different political parties to carry out detailed work on the proposals. Committee will usually gather evidence from interested parties and experts before reporting back to the Senedd with their findings. 
This process helps to ensure that laws are decided on a transparent and democratic basis.

Stage 1 Scrutiny by a Committee

Role of the Committee:

    • The committee examines the general principles of the Bill.
    • It gathers evidence from various sources, including experts, stakeholders, and the public.

Gathering Evidence:

    • The committee may hold public meetings, invite written submissions, and conduct surveys.
    • Evidence is used to understand the impact and implications of the Bill.

Committee Report:

    • The committee prepares a report based on the evidence gathered.
    • The report includes recommendations and is presented to the Senedd.
