NDM4603 Darren Millar (Clwyd West): The Clwydian Range - A National Treasure

NDM4604 Nick Ramsay (Monmouthshire)

The National Assembly for Wales:

1. Calls on the Welsh Assembly Government to ensure that before a school is closed full account is taken of the following:

(a) the Community impact assessment;

(b) the Language impact assessment; and

(c) an assessment of the school’s standard of education

2. Believes that the school closure consultation process must be more transparent, robust and fully accessible to the public.

To propose that the National Assembly for Wales:

Notes the Enterprise and Learning Committee's report on the teaching and acquisition of Welsh as a second language which was laid in the Table Office on 30 September 2010.

Note: The response of the Minister for Children, Education and Lifelong learning was laid in the Table Office on 24 November 2010.

The National Assembly for Wales:

Notes the Report of the Communities and Culture Committee: Making the Most of Major Sporting Events which was laid in the Table Office on 4 June 2010.

To propose that the National Assembly for Wales; in accordance with Standing Order 24.4

Approves that The draft National Assembly for Wales (Disqualification) Order 2010 is made in accordance with the draft laid in the Table Office on 10 November 2010.

To propose that the Assembly resolves to adopt the following amendments to motions:

Delete all and replace with:

The National Assembly for Wales:

1. Notes that Circular 21/2009, the Welsh Assembly Government's policy guidance on school organisation, stipulates that before a school is closed full account is taken of the following:

(a) the Community impact assessment;

(b) the Welsh Language impact assessment and

(c) an assessment of the school’s standard of education and that of any school to which it is proposed that pupils will transfer

2. Welcomes plans that have already been put in place by the Welsh Assembly Government to develop a school closure process which is more transparent, robust and fully accessible to the public
