To propose that the National Assembly for Wales:
Notes with concern the low turnout in local authority and Assembly elections in Wales - particularly among young people.

To propose that the National Assembly for Wales:
1) Notes with concern that 252 targets have been set for the Welsh NHS over the last six years.
2) Acknowledges that a target-driven culture in the NHS can detract from appropriate and timely patient care.
3) Calls upon the Welsh Assembly Government to move away from trying to solve problems within the NHS in Wales by setting targets.

"Welcomes the 'One Wales' vision of empowering citizens of all ages to shape the communities in which they live and the commitment to explore and implement new ways of engaging citizens through participative and deliberative methods, including increased participation in elections in Wales."

1.·Recognises the contribution which appropriate targets make in driving up performance and improving services to patients in the Welsh NHS.
2.·Endorses the action of the Assembly Government in reducing the volume of targets in order to focus more clearly on key policy intentions and outcomes.
