NDM4506 Jane Hutt (Vale of Glamorgan)

To propose that the National Assembly for Wales:

Notes the consultation on the food strategy for Wales - "Food for Wales, Food from Wales".

The consultation document and strategy were e-mailed to Assembly Members on 29 June 2010.

NDM4507 Jane Davidson (Pontypridd)

To propose that the National Assembly for Wales in accordance with Standing Order 23.24:

Agrees to the general principles of the Proposed Waste (Wales) Measure.

the Proposed Waste (Wales) Measure and Explanatory Memorandum were laid before the Assembly on 22 February 2010;

the report of Legislation Committee No.4 on the Proposed Waste (Wales) Measure was laid before the Assembly on 25 June 2010.

NDM4508 Jane Davidson (Pontypridd)

To propose that the National Assembly for Wales, for the purposes of any provisions resulting from the Proposed Waste (Wales) Measure:

(a) agrees to any increase in expenditure of a kind referred to in Standing Orders 23.80(ii)(b); and

(b) agrees to any charge, increase or payment of a kind referred to in Standing Order 23.81;

arising in consequence of the Measure.

NDM4509 Dafydd Elis Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Peter Black (Liberal Democrat) as a member of the Finance Committee in place of Kirsty Williams (Liberal Democrat).

NDM4510 Dafydd Elis Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Peter Black (Liberal Democrat)  as a member of Legislation Committee No. 4 in place of Kirsty Williams (Liberal Democrat).

NDM4511 Dafydd Elis Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Peter Black (Liberal Democrat) as a member of the Public Accounts Committee in place of Jenny Randerson (Liberal Democrat).

NDM4512 Jane Hutt (Vale of Glamorgan)

To propose that the National Assembly for Wales:

1. Welcomes the open and transparent engagement undertaken by the Welsh Assembly Government with a wide range of stakeholders on its current and future approach to economic development;

2. Believes in a vision of the Welsh economy which makes it a great place to live and work, confident, creative and ambitious and built upon the strengths and skills of its people;

3. Believes the Assembly Government should actively pursue:

(a) Investing in high quality and sustainable infrastructure, including broadband and mobile telephony;

(b) Making Wales a more attractive place to do business;

(c) Broadening and deepening the skills base;

(d) Encouraging innovation and commercialisation through research and development;

(e) Targeting the business support that is offered.

4. Calls on the Assembly Government to pursue a whole Government approach to economic development that builds on the partnerships forged through the All Wales Economic Summits.

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4506

Nick Ramsay (Monmouth)

Add new point at end of motion:

Recognises the benefits to the Welsh food industry of the UK Government’s commitments to honest food labelling and a supermarket ombudsman.

NDM4512

1. Nick Ramsay (Monmouth)

Delete point 1 and replace with:

Notes the ongoing need to engage the business sector and other key stakeholders to implement an effective economic development strategy.

2. Nick Ramsay (Monmouth)

Add new point at end of motion:

Calls on the Welsh Assembly Government to strengthen the role of the Business Partnership Council in the development, monitoring and evaluation of economic policy.  

3. Nick Ramsay (Monmouth)

Add new point at end of motion:

Believes that the Welsh economy must take greater advantage of global opportunities especially in exports, foreign direct investment and link-ups.

4. Nick Ramsay (Monmouth)

Add new point at end of motion:

Believes that the Welsh Assembly Government should make full use of European funding opportunities to help grow the Welsh private sector and to strengthen Welsh economic performance.

5. Peter Black (South Wales West)

Add new point at end of motion:

Regrets that it has taken the Welsh Assembly Government three years to develop its economic strategy.

Insert as new sub point (a) and re-number accordingly:

A central role in policy-making, but with service delivery carried out through arm's length bodies.

7. Peter Black (South Wales West)

Insert new sub point at end of point 3:

Development of a Welsh Stock Exchange, to ensure business have access to new forms of capital, without the costs of a London listing.

Add new point at end of motion:

Notes that there are wide differences in economic competitiveness between the regions of Wales and calls on the Welsh Assembly Government to ensure a strong role for local authorities in economic development and that local variations are accounted for in policy formulation.
