To propose that the National Assembly for Wales; in accordance with Standing Order 24.4:

Approves that the draft The Environmental Permitting (England and Wales) (Amendment) (No. 2) Regulations 2009 is made in accordance with the draft laid in the Table Office on 17 November 2009.

NDM4342 Andrew Davies (Swansea West)

To propose that the National Assembly for Wales, in accordance with Standing Order 27.17,  approves the Annual Budget for the financial year 2010-2011 laid in the Table Office and emailed to Assembly Members on Tuesday, 1 December 2009.

Footnote:

In accordance with the relevant provisions contained in the Government of Wales Act 2006 and Standing Order 27.19, the Annual Budget comprises the following information:

  1. the written statement required under section 125(3) of the Government of Wales Act;

  2. the resources agreed by the Treasury for the Welsh block budget for the financial year covered by the motion;

  3. a reconciliation between the resources allocated to the Welsh block budget by the Treasury and the resources to be authorised for use in the motion;

  4. a reconciliation between the estimated amounts to be paid into the Welsh Consolidated Fund by the Secretary of State and the amounts to be authorised for payment out of the Fund in the motion; and

  5. a reconciliation between the resources to be authorised under section 125(1)(a) and (b) of the Act and the amounts to be authorised for payment out of the Welsh Consolidated Fund under section 125(1)(c).

  • an explanatory note on changes between Draft Budget proposals and the Annual Budget

To propose that the National Assembly of Wales:

Welcomes the report of the Older People’s Commissioner 2008/09, a copy of which was laid in Table Office on 1 December 2009.

Amendments tabled on 03 December 2009

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4343

1. Alun Cairns (South Wales West)

Add new point to the end of the Motion:

Calls on the Welsh Assembly Government to protect services for older people in light of budgetary pressures.

2. Peter Black (South Wales West)

Add as new point at end of motion:

Notes with alarm that there has been a 70% increase in the number of excess winter deaths amongst older people in Wales.

3. Peter Black (South Wales West)

Add as new point at end of motion:

Recognises the potential for the Single Equalities Scheme to deliver the aspirations of the Commissioner for Older People and calls on the Welsh Assembly Government to make available details of the scheme's effectiveness in relation to older people as soon as possible.
