To propose that the National Assembly for Wales, in accordance with Section 19 of the Freedom of Information Act 2000:

1. Adopts the Model Publication Scheme as prepared and approved by the Information Commissioner and laid in the Table Office on 3rd December 2008.

2. Notes that the Scheme will take effect from 1 January 2009.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add new point at end of motion:

Regrets that the Queen's Speech is all about regulatory and policy failure and the short-term political prospects of the Prime Minister, and does not address the long term future of Wales.

Notes with regret the exclusion of a Bill to establish St David's Day as a national holiday in Wales.St David’s Day.

Add new point at end of motion:

Notes with regret the exclusion of a Bill to promote and reward small and medium sized businesses who introduced or extended their provision of childcare and flexible working.

4. Kirsty Williams (Brecon and Radnorshire)

Believes that the Bills announced in the Queen's Speech will do little to help people through the current economic crisis.
