To propose that the National Assembly for Wales:

Supports the direction of the new substance misuse strategy for Wales -  'Working Together to Reduce Harm’ the Substance Misuse Strategy for Wales 2008-2018, which was issued for consultation on 11 February 2008.

To propose that the National Assembly for Wales:

Welcomes the annual report for 2006-07 of Her Majesty’s Chief Inspector of Education and Training in Wales.

A copy of the Annual Report was laid in the Table Office and e-mailed to Assembly Members on 6 May 2008.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add as new point at end of motion:

Expresses concern at the failure of Assembly Government substance misuse strategy to date and notes that future substance misuse strategy must specifically reflect the practical experience of service users, the practical advice of experts working in the sector and the practical findings of independent reports.

Add as new point at end of motion:

Regrets the financial support given by the previous Welsh Assembly Government towards the installation of a needle vending machine in North Wales.

Notes the reference made by the Chief Inspector to the beneficial effect on staff morale and pupil performance of improvements in the quality of school buildings and calls on the Welsh Assembly Government to immediately bring forward a programme for tackling the estimated £640m backlog of repair and maintenance work for Welsh school buildings.
