To propose that the National Assembly for Wales:

1. Welcomes the broad range of support, including from the Welsh Government, for an integrated rapid transit system (metro) based on the valleys rail network;

2. Acknowledges that the electrification of the Valleys’ Lines is a non-devolved matter and a pre-requisite of the development of the metro; and

3. Recognises that the current financial context, coupled with the absence of Welsh Government borrowing powers, will result in incremental progress of the project and will require a collaborative approach co-ordinated by the Welsh Government.

To propose that the National Assembly for Wales:

Urges the Welsh Government to ensure that the National Transport Plan promotes funding and activity focused on enabling a wide variety of low carbon, sustainable modes of travel in rural areas, including National Parks.

To propose that the National Assembly for Wales:

1. Notes:

a) the proliferation of pay day loan companies operating in Wales;

b) the extremely high rates of interest many such companies charge their customers;

c) the increasing ease of access to such loans through smartphones and the internet; and

d) the potential for such lending to create severe debt amongst our poorest communities and to suck money out of them.

2. Calls on the Welsh Government, local authorities and the third sector to work together as much as possible to offer viable alternatives to such companies and to alert citizens to the real cost of the loans offered.
