To propose that the National Assembly for Wales, in accordance with Standing Order 17.14, elects Alun Ffred Jones (Plaid Cymru)  as a member, and Chair, of the Environment and Sustainability Committee in place of Dafydd Elis-Thomas (Plaid Cymru).

To propose that the Assembly resolves to adopt the following amendments to motions:

Add as new point at end of motion:

Calls on the Welsh Government to work with local authorities to encourage family-friendly working environments, and to take into account the report’s findings regarding childcare availability, timings of meetings and the atmosphere of council meetings.

Add as new point at end of motion:

Notes concerns raised about the number of framework bills being brought to the Assembly.

Notes concerns raised about the number of occasions that the Assembly’s standard legislative process has been curtailed.

Notes with concern the recent trend of framework bills, and fast-tracked and emergency legislation, which undermines the capacity for effective legislative scrutiny and strong democratic accountability.

Calls on the Government to bring forward a bill on special educational needs within the next year.
