NDM3961 Eleanor Burnham (North Wales): Across North Wales?

The National Assembly for Wales:

1. Expresses concern over the steady rise in the number of temporary exclusions of pupils at schools across Wales; and

2. Calls on the Welsh Assembly Government to;

a) increase the opportunities for vocational qualifications in order to address the behavioural problems presented by those pupils who are unable to participate in purely academic study;

b) support schools and parents in the early identification of pupils with Special Educational Needs as often failure to do so can result in behavioural problems,

c) provide better support to parents and teachers to enable them to deal with pupils with behavioural problems,

d) give schools the freedom and support to tackle issues relating to individual pupil behaviour,

e) note the recommendations of Professor Ken Reid's National Behaviour and Attendance Review Report and present to the Assembly an action plan at the earliest opportunity.

To propose that the National Assembly for Wales:

1) Deplores the common and repeated occurrence of patients becoming infected as a direct result of receiving healthcare in Wales and recognises the right of every patient in Wales to expect NHS treatment without their health being put at risk;

2) Recognises that some good progress has been made by NHS trusts in Wales in trying to tackle the problem of healthcare associated infections;

3) Calls on the Welsh Assembly Government to prioritise the containment of C-difficile and other healthcare associated infections in Welsh hospitals by;

a) ensuring that all healthcare professionals working in Welsh hospitals are properly  and fully trained in infection control measures;

b) ensuring that the control of C-difficile infection along with other healthcare associated infections, becomes a key performance indicator for the Welsh Assembly Government; and

c) ensuring that there is an adequate and appropriately skilled workforce of cleaners who are under the direct management of a ward sister or charge nurse.

To propose that the National Assembly for Wales:

1. Notes that the Further Education sector in Wales has received a real-terms cut in funding for 2008/09.

2. Believes that this cut will have an adverse impact on the sector.

3. Calls on the Welsh Assembly Government to assess whether this level of funding is sufficient to deliver the Welsh Assembly Government's skills strategy.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add at end of point 1 “while noting that permanent exclusions fell in the last year for which figures are available”

Believes that a serious and pressing cause of healthcare associated infections relates to high levels of bed occupancy.

dealing with the crisis in bed occupancy by carefully prioritising funding within the NHS

bringing forward guidelines over hospital uniforms and clothing, including a return to on-sight laundry and changing facilities as well as a greater provision of uniforms

Welcomes the fact that where able, cleaning contracts have come back into the NHS and will lead to a long term improvement in standards.

Recognises the role the FE Sector plays in driving up workforce skills and reducing economic inactivity levels in Wales.

Expresses concern that as a direct result of funding cuts, it is estimated that fifteen colleges will have to close courses and up to 2,400 full-time & part-time learners will be affected.

“a 1.45pc increase in its 2008/09 budget, taking the total annual investment in the sector to £386m”

"endorses the Government's determination to protect teaching and training resources under a tight financial settlement and supports the implementation of the Skills and Learning strategy.”
