To propose that the National Assembly for Wales; in accordance with Standing Order 24.4:

1. Considers the report of the Subordinate Legislation Committee laid in the Table Office on 30 April 2009 in relation to the draft The Street Works (Charges for Unreasonably Prolonged Occupation of the Highway) (Wales) Regulations 2009; and

2. Approves that the draft The Street Works (Charges for Unreasonably Prolonged Occupation of the Highway) (Wales) Regulations 2009 is made in accordance with:

a) the draft laid in the Table Office on 22 April 2009; and

b) the Explanatory Memorandum laid in the Table Office on 22 April 2009.

To propose that the National Assembly for Wales; in accordance with Standing Order 24.4:

1. Considers the report of the Subordinate Legislation Committee laid in the Table Office on 30 April 2009 in relation to the draft The Traffic Management Permit Scheme (Wales) Regulations 2009; and

2. Approves that the draft The Traffic Management Permit Scheme (Wales) Regulations 2009 is made in accordance with:

a) the draft laid in the Table Office on 21 April 2009; and

b) the Explanatory Memorandum laid in the Table Office on 21 April 2009.

To propose that the National Assembly for Wales:

Welcomes the consultation on the revised National Waste Strategy, Towards Zero Waste.

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4216

1. Alun Cairns (South Wales West)

Add new point at end of motion:

Deplores the lack of financial assumptions within the consultation document as it is recognised that robust financial assumptions are essential to an honest public debate.

Delete "Welcomes" and replace with "Notes"

3. Alun Cairns (South Wales West)

Add new point at end of motion:

"Notes with concern the effect the proposed reductions in public spending will have on enabling all sectors in Wales to meet the Welsh Assembly  Government's target to be recycling 70% of their waste by 2025."

4. Alun Cairns (South Wales West)

Add new point at end of motion:

Urges the Welsh Assembly Government to clarify the costs involved in achieving 'Towards Zero Waste'.
