The National Assembly for Wales:

1. Notes the crucial role that Local Authorities will play during the recession; and

2. Calls on the Welsh Assembly Government to look at ways of managing pressures on local government finances in order to reduce council tax rises and allow for increased capital expenditure.

The National Assembly for Wales:

1. Notes with great concern the dramatic quarterly increase in unemployment in the UK and that Wales suffered the largest increase of any nation or region; and

2. Calls upon the Welsh Assembly Government to produce as soon as possible key initiatives such as the manufacturing strategy.

That the National Assembly for Wales, in accordance with Standing Order 23.103:

Grants leave for Alun Cairns to introduce a Member proposed Measure to give effect to the pre-ballot information tabled on 9 October 2008 under Standing Order 23.102.

Amendments Tabled on 14 November 2008

To propose that the Assembly resolve to adopt the following amendments to motions:

NDM4059

1. Carwyn Jones (Bridgend)

In point 2 delete all after “to” and replace with “continue to work with Local Government in order to make best use of finances to enable them to manage their pressures and that of their local communities”

2. Kirsty Williams (Brecon and Radnorshire)

Delete all after "Welsh Assembly Government" and replace with "to ensure that local councils are given enough funding so that they are not forced to increase council tax”.

1. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

Calls on the Welsh Assembly Government to ensure that, where there is a threat of job losses, training opportunities are offered as an alternative to unemployment.

2. Carwyn Jones (Bridgend)

Delete point 2 and replace with new point 2

2. Endorses the actions of the Welsh Assembly Government to date, in particular the convening of two economic summits, and looks forward to considering further government proposals shortly.
