NDM4041 Alun Davies (Mid and West Wales): Rural and Urban Wales: Connecting our Communities.

To propose that the National Assembly for Wales agrees the budget of the Assembly Commission for 2009-10, as specified in table 1 of the "National Assembly for Wales Commission Budget Proposals 2009-10”, laid before the Assembly on 15 October 2008; and that it be incorporated in the Annual Budget Motion under Standing Order 27.17(ii).

To propose that the National Assembly for Wales

1. Notes:

a) The deep and fundamental banking crisis that has hit western economies;

b) The risk that western economies will enter a period of economic recession;

c) That the lives of people all over Wales will be affected by the banking crisis and its probable economic consequences;

d) That the Welsh Assembly Government set its budget priorities and policy objectives when economic circumstances were more benign than they are today.

2. Believes:

a) That in a time of national crisis all political parties represented in the Assembly have a duty to work together wherever possible to protect and advance the welfare of the Welsh people;

b) That while many economic levers remain at the state level, the Welsh Assembly Government can also adapt its own spending, priorities and policies to respond to the worsening economic situation;

c) That the need for efficient public spending and effective scrutiny is re-doubled at a time of economic stress;

d) That the First Minister should convene a meeting of the Party leaders to agree where consensus for all-Party working exists.

To propose that the National Assembly for Wales:

1. Notes the importance of high quality teacher training programmes for recruiting and maintaining a motivated and professional workforce.

2. Calls on the Welsh Assembly Government to:

a) ensure that teachers are protected from abuse at work.

b) address the potential crisis in the retention of head teachers

c) ensure that teacher training programmes in Wales are of the highest quality.

d) create opportunities for teachers to develop their skills and further their career within a teaching environment.

1. In point 1(d) delete all after “policy objectives” and replace with “within a 3 year Comprehensive Spending Review Settlement which remains in place.”

Believes that it is the responsibility of the Assembly Government to ensure that every lever within its control is used to address the developing economic situation, and:

a) commends the convening of a broadly based Economic Summit to assist in this endeavour;

b) welcomes the initiative of the Assembly Government to keep all opposition spokespersons briefed in the ongoing situation.
