NDM3847 Alun Cairns (South Wales West)

That the National Assembly for Wales nominates Vincent Michael Peter Tyndall for appointment by Her Majesty the Queen to the position of Public Services Ombudsman for Wales in accordance with the Public Services Ombudsman (Wales) Act 2005

The National Assembly for Wales notes:

1. The report of the Enterprise and Learning Committee on "Planning for future railway provision" laid in the Table Office on 21 November; and

2. The response of the Deputy First Minister and Minister for Economy and Transport to the report, laid in the Table Office on 15 January.

To propose that the National Assembly for Wales:

1. Notes with concern that personal debt across the UK is in excess of £1.3 trillion.

2. Notes with regret that the level of debt among young people, especially students, is a barrier to home ownership.

3. Calls on the Welsh Assembly Government to support schemes aimed at improving financial literacy among children and adults, and to offer advice and support to those who are already struggling with debt.

Notes with concern the continuing decline in the GVA figures for Wales.

Calls on the Welsh Assembly Government to learn from the experience of the Ebbw Vale railway development to ensure that future rail development projects keep to schedule.

Calls on the Welsh Assembly Government to carry out improvements to the Heart of Wales Line as part of its aim to improve North-South transport links.

Calls on the Welsh Assembly Government to support the re-opening of Carno station following the presentation of a viable business plan.

Notes that SMEs form the back bone of Wales' economy and calls for:

1) Access to broadband to be extended to allow Welsh business to compete in the global economy; and

2) Welsh SMEs to be given the maximum possible opportunity to bid for public contracts.

Delete all after ‘National Assembly for Wales’ and replace with:

1.Notes the halt in the decline of GVA since 2000;

2.Welcomes the following actions by the Welsh Assembly Government to improve GVA:

a) An all-Wales approach to economic development and a commitment to implement a labour market strategy with a long term goal of full employment at a rate of 80%;

b) The One Wales commitment to improve the transport infrastructure; and

c) The new skills and employment strategy 'Skills that work for Wales,' to drive up skills levels and address the needs of business
