NDM4331 Carwyn Jones (Bridgend)

To propose that the National Assembly for Wales:

1. Endorses the Welsh Assembly Government's strategy for skills development for business through Skills that Work for Wales and the Workforce Development Programme; and

2. Commends the Welsh Assembly Government's support for skills in the workplace during the recession.

Welcomes the continued progress on implementing the Welsh Assembly Government's One Wales Programme.

Amendments tabled on 19 November 2009

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4331

1. Alun Cairns (South Wales West)

Replaces ‘Endorses' with 'Notes’

2. Alun Cairns (South Wales West)

Delete point 2 and replace with:

‘Believes that the Welsh Assembly Government's strategy for skills needs to focus more clearly on the needs of the Welsh economy and especially the creation of more indigenous enterprise.’

3. Peter Black (South Wales West)

Add as new point at end of motion:

Believes that the proposed 5% efficiency gain to the post-16 and higher education budgets will not help the Welsh Assembly Government deliver its skills strategy and calls on the Welsh Assembly Government to reverse this proposal.

1. Alun Cairns (South Wales West)

Delete all after "The National Assembly for Wales:" and replace with:

"Regrets the failure of the Welsh Assembly Government to deliver significant improvements as outlined in the One Wales programme, in particular those relating to the economy and public services in Wales."

2. Peter Black (South Wales West)

Add as new point at end of motion:

Believes that the One Wales Programme will not be delivered unless there is a change in focus in preparing the final budget.

3. Peter Black (South Wales West)

Add as new point at end of motion:

Believes that in order to be in a better position to deliver the health commitments set out in the One Wales Programme, the Welsh Assembly Government needs to investigate the claim that up to a fifth of the health budget is not being spent effectively.

4. Peter Black (South Wales West)

Add as new point at end of motion:

Believes that the Welsh Assembly Government needs to review its One Wales programme in light of the current economic circumstances.
