To propose that the National Assembly for Wales:

1. Notes:

a) the need for fair taxation and social responsibility in the UK financial sector;

b) the potential to achieve this through a financial transaction tax or 'Robin Hood tax' of 0.05% on trading in shares, bonds, foreign exchange and derivatives, much of which is akin to betting in a casino rather than creating long term investment and jobs;

c) that potential proceeds of £20 to £30 billion from the financial transaction tax could be reinvested in tackling poverty and climate change measures;

2. Believes that the financial services industry needs to be seen to be shouldering its share of responsibility for our current economic difficulties; and

3. Urges the Welsh Government to make representations to UK Government to implement the financial transactions tax, mindful of the widespread support amongst other European Governments for such a measure.
