To propose that the National Assembly for Wales in accordance with Standing Order 23.24:

Agrees to the general principles of the Proposed Learner Travel (Wales) Measure.

The Proposed Learner Travel (Wales) Measure and Explanatory Memorandum were laid before the Assembly on 15 April 2008;

The Report of the Enterprise and Learning Committee’s scrutiny inquiry on the Draft Learner Travel (Wales ) Measure was laid before the Assembly on 21 November 2007:

To propose that the National Assembly for Wales, for the purposes of any provisions resulting from the Proposed Learner Travel (Wales) Measure, agrees to any increase in expenditure of a kind referred to in Standing Order 23.80 (ii) (b) and (c) arising in consequence thereof.

To propose that the National Assembly for Wales welcomes the Assembly Government's programme of action on citizen centred service delivery.

To propose that the Assembly resolves to adopt the following amendments to motions:

1. William Graham (South Wales East)

Add as new point at end of Motion:

Regrets the Assembly Government's failure to deliver services with, rather than for, the people.

2. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of Motion:

Believes that in order to deliver actual citizen centred services more power should be devolved to local government and communities with less power concentrated in the hands of Welsh Ministers.

3. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of Motion:

Regrets the Welsh Assembly Government's centralising agenda for public services.
