Role of the Welsh Affairs Committee in scrutinising LCOs

The National Assembly for Wales:

Notes that the role of the Welsh Affairs Committee in scrutinising LCOs is to ensure that the powers requested do not:

  • fall foul of the Government of Wales Act 2006 or any other UK or European law;

  • extend beyond the borders of Wales;

  • threaten the constitutional make-up of the UK or the legal jurisdiction of England and Wales.

Believes that the Committee should only consider policy objectives as a way of establishing the above.

Deplores that the Committee’s recommendations on the Affordable Housing LCO have been made based on policy objectives.
