To propose that the National Assembly for Wales:
Suspends Standing Order 23.101 for the duration of Friday 8 May, to withdraw temporarily the restriction on Members who have previously won the Measure ballot, to apply for the ballot again.

Item 5: Debate on the Finance Committee's Report on its inquiry into Public Private Partnerships

To propose that the National Assembly for Wales:
1. Calls on the Welsh Assembly Government to:
a) acknowledge widespread concern amongst service users and service providers regarding cross border public service provision; and
b) respond constructively to recommendations by the Welsh Affairs Committee for the drawing up of permanent protocols ensuring that access to key cross border services is maintained.

The National Assembly for Wales:
1. Expresses concern that stroke patients in Wales are receiving a lower standard of treatment than those in the rest of the UK.
2. Regrets that there are only eight hospital-based stroke units in Wales and fears that a lack of stroke facilities is putting patients’ lives at risk.
3. Urges the Minister to undertake an urgent audit of speech therapy services in Wales to establish a national action plan for speech therapy for stroke victims and other patients in Wales.
4. Calls on the Welsh Assembly Government to speed up the diagnosis and treatment of strokes to help improve the survival chances and standard of living of stroke victims.
