Item 5: Motion to establish a North Wales Regional Committee

NDM3704 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 20.1, establishes a North Wales Regional Committee, the membership of which shall comprise the Members representing that region and the constituencies within it. The Committee will exist for the duration of this Assembly.

The Motion was agreed, in accordance with Standing Order 7.35.

Item 6: Motion to suspend Standing Orders

NNDM3709 Carwyn Jones (Bridgend)

That the National Assembly for Wales in accordance with Standing Orders 35.6 and 35.8:


1. Suspends Standing Order 7.18(i) and that part of Standing Order 6.10 that requires the weekly announcement under Standing Order 6.3 to constitute the timetable for business in Plenary for the following week, to allow NNDM3708 tabled on Tuesday 6 November to be considered in Plenary on Wednesday 7 November 2007; and

2. Suspends that part of Standing Order 7.19 that requires amendments to be tabled at least three working days before the motion is to be debated, to allow any amendments in relation to NNDM3708, tabled before 11:00am on Wednesday 7th November 2007, to be considered in Plenary on Wednesday 7th November.

The Motion was agreed, in accordance with Standing Order 7.35.

Item 7: Motion of instruction to the North Wales Regional Committee

NNDM3708 Carwyn Jones (Bridgend)

That the National Assembly for Wales in accordance with Standing Order 10.2 instructs the North Wales Regional Committee in these terms:

1. The Committee shall only discuss devolved matters affecting the North Wales Electoral Region;

2. The Committee shall not meet more than once every Assembly term;

3. The Committee shall normally meet at the National Assembly offices at Colwyn Bay; and

4. Exceptionally, and only with the agreement of the Business Committee, the Regional Committee may meet at other venues in the North Wales Electoral Region subject to point 2 above.    

The Motion was agreed, in accordance with Standing Order 7.35.

Item 8: A debate seeking the Assembly’s leave to introduce a Member proposed Measure for School Closures (Consultation and Categories)

Grants leave for Mike German to introduce a Member Proposed Measure to give effect to the pre-ballot information tabled on 3 October 2007 under Standing Order 23.102.

Item 9: Welsh Conservatives Debate

NDM3705 William Graham (South Wales East)

The National Assembly for Wales:

1. Believes that the UK Government is ultimately responsible for the recent outbreak of foot and mouth disease;

2. Notes the failure of the Welsh Assembly Government and UK Government to secure adequate compensation for Welsh farmers;

3. Holds the Treasury fully responsible for the funding of all measures to compensate for the effects of the outbreak in Wales.


The following amendment was tabled:

Amendment - Carwyn Jones (Bridgend)

Delete all and replace with:

"The National Assembly

1. Notes the conclusions of the Health and Safety Executive report into the outbreak of Foot and Mouth in England.

2. Welcomes that the Welsh Assembly Government has made £1m available to promote Welsh meat at this difficult time for the industry.  

3. Welcomes that the Welsh Assembly Government is fully funding a £6.75 million pound scheme to address potential animal welfare issues for lambs.

4. Approves of the actions of the Welsh Assembly Government in vigorously pursuing the UK treasury to fund an economic support package for Welsh farmers.”
