Motion to Suspend Standing Orders


NNDM4027 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

That the National Assembly for Wales in accordance with Standing Orders 35.6 and 35.8:


Suspends Standing Order 7.18 (i) and that part of Standing Order 6.10 that requires the weekly announcement under Standing Order 6.3 to constitute the timetable for business in Plenary for the following week, to allow a motion to elect a Member to a Committee to consider petitions relating to a draft Special Assembly Procedure Order - "The London to Fishguard Trunk Road (A40) (Penblewin to Slebech Park Improvement) Order 200-" to be considered in Plenary on Wednesday 8 October 2008.

The Motion was agreed in accordance with Standing Order 7.35.

Motion to elect a Member to a Committee

NNDM4028 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Chris Franks (Plaid Cymru) as a member of the Committee to consider petitions relating to a draft Special Assembly Procedure Order - "The London to Fishguard Trunk Road (A40) (Penblewin to Slebech Park Improvement) Order 200-" in place of Mohammad Asghar (Plaid Cymru).

The Motion was agreed in accordance with Standing Order 7.35.

To propose that the National Assembly for Wales:

Notes the report of the Sustainability Committee on Fuel Poverty in Wales which was laid in the Table Office on 3 July 2008.

The Motion was agreed in accordance with Standing Order 7.35.

Item 5: Welsh Liberal Democrats Debate


NDM4025 Kirsty Williams (Brecon and Radnorshire)


The National Assembly for Wales

1. Notes with concern that:

a) CO2 emissions have increased by 4.7% on 2005 levels;
b) Total emissions of the six greenhouse gases have increased by 3.9% on 2005 levels.

2. Calls on the Welsh Assembly Government to:

a) Bring forward legislation to devolve powers over energy developments greater than 50MW;

b) Bring forward legislation to devolve powers over building regulations;

c) Produce a full environmental appraisal on all new road developments in Wales;

d) Make significant investment in micro-generation;

e) Respond to the current economic climate by investing heavily in green jobs.

The following amendments were been tabled:

Delete point 2 and replace with:

"2. Welcomes the Welsh Assembly Government’s commitments to:

a) Reduce greenhouse gas emissions by 3% annually;

b) Seek to devolve powers over energy developments greater than 50MW;

c) Seek to devolve powers over building regulations;  

d) Keep the Welsh Transport Planning and Appraisal Guidance (WelTAG) under review to ensure that it complies with the Government's greenhouse gases target.

e) Give significant support to micro-generation;

f) Respond to the current economic climate by producing a green jobs strategy.”

In point 2 a. insert the word 'renewable' before 'energy developments'.

In point 2, insert new sub point:

"Make significant investment into the development of marine energy technologies.”

Amendment 4 - William Graham (South Wales East) - Deselected

In point 2, insert new sub point:

"Consider opportunities for renewable energy generation from flood defences.”
