Item 5: Motion to approve the General Principles of the Proposed Social Care Charges (Wales) Measure

To propose that the National Assembly for Wales in accordance with Standing Order 23.24:
Agrees to the general principles of the Proposed Social Care Charges (Wales) Measure.
The Proposed Social Care Charges (Wales) Measure and Explanatory Memorandum were laid before the Assembly on 29 June 2009;
The report of Legislation Committee No. 5 on the Proposed Social Care Charges (Wales) Measure was laid before the Assembly on 3 November 2009.
The motion was agreed in accordance with Standing Order 7.35

To propose that the National Assembly for Wales, for the purposes of any provisions resulting from the Proposed Social Care Charges (Wales) Measure, agrees to any increase in expenditure of a kind referred to in Standing Order 23.80(ii), arising in consequence of the Measure.

To propose that the National Assembly for Wales; in accordance with Standing Order 24.4:
1. Considers the report of the Subordinate Legislation Committee laid in the Table Office on 14 October 2009 in relation to the draft The Local Authorities (Alternative Arrangements) (Wales) (Amendment) Regulations 2009;
2. Approves that the draft The Local Authorities (Alternative Arrangements) (Wales) (Amendment) Regulations 2009 is made in accordance with:
a) the draft laid in the Table Office on 29 September 2009; and
b) the Explanatory Memorandum laid in the Table Office on 29 September 2009.
