The first 12 questions were answered.  Questions 1, 6 and 7 were withdrawn; and question 4 was transferred for written answer.  Questions 2 and 3 were grouped together and were answered by the Deputy Minister for Regeneration.

NDM3840 William Graham (South Wales East)

To propose that the National Assembly for Wales:

Acknowledges the excessive burden of bureaucracy on farmers and calls on the Assembly Government to support a programme of work to substantially reduce red tape in the agricultural industry during 2008.

The following amendments were tabled:


Amendment 1 - Carwyn Jones (Bridgend)

Delete all after the National Assembly for Wales and replace with:

"Acknowledges the need to minimise regulatory burden on farmers within the requirements of European and domestic legislation.”

Amendment 2 - Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

"Calls on the Welsh Assembly Government to reduce red tape and bureaucracy by moving towards unified on-farm inspection audits.”

Amendment 3 - Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

"Regrets the administrative and regulatory discrepancies that lead to a number of Tir Gofal payments being delayed and calls on the WAG to ensure that this does not happen again.”

Calls on the Assembly Government to consider the introduction of a plastic carrier bag reduction scheme.

Item 6: Welsh Liberal Democrats Debate

NDM3842 Kirsty Williams (Brecon and Radnorshire)

The National Assembly for Wales:

1.  Notes that on 7th June 2005, the National Assembly for Wales voted to "direct the Government not to allow ID cards to be used as a requirement for access to public services in Wales which are within the remit of the Assembly.”

2.  Calls on the current Assembly Government to maintain this policy.

The following amendments were tabled:

Amendment 1 - William Graham (South Wales East)

Add as new point at end of motion:

"Notes the incompetence of the UK Government in ensuring the security of individuals’ personal data.”

Amendment 2 - William Graham (South Wales East)

Add as new point at end of motion:

"Further calls on the current Assembly Government to urge the UK Government to drop plans for compulsory ID cards.”
