Item 1: Motion to Suspend Standing Orders

NDM3693 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

That the National Assembly for Wales in accordance with Standing Orders 35.6 and 35.8:

Suspends Standing Order 7.18 (i) and that part of Standing Order 6.10 that requires the weekly announcement under Standing Order 6.3 to constitute the timetable for business in Plenary for the following week, to allow the motions under Item 2 and 3 to be considered in Plenary on Tuesday 16th October 2007.

The Motion was agreed, in accordance with Standing Order 7.35.

Item 2: Motion to Establish the Children and Young People Committee

NDM3694 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 21, establishes a Children and Young People Committee. The Committee will exist for the duration of this Assembly.

The remit of the Committee shall be:

To consider and report on issues affecting children and young people in Wales. In particular, the Committee may, within its remit examine the expenditure, administration and policy of the Welsh Assembly Government and associated public bodies and consider reports of the Children's Commissioner for Wales.

The Motion was agreed, in accordance with Standing Order 7.35.

Item 3: Motion to Elect the Children and Young People Committee

NDM3695 Dafydd Elis-Thomas (Dwyfor Meirionnydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Lynne Neagle (Labour), Christine Chapman (Labour), Helen Mary Jones (Plaid Cymru); Angela Burns (Conservatives) and Eleanor Burnham (Liberal Democrats) as members of the Children and Young People Committee.

The Motion was agreed, in accordance with Standing Order 7.35.

Item 8:Motion to suspend Standing Orders

That the National Assembly for Wales in accordance with Standing Orders 35.6 and 35.8:

Suspends that part of Standing Order 6.10 that requires the weekly announcement under Standing Order 6.3 to constitute the timetable for business in Plenary for the following week, to allow the motion on the Wales Spatial Plan (NDM3676) tabled on 25 September 2007 to be considered in Plenary on Tuesday 16 October 2007.

Item 9: Debate on the Wales Spatial Plan

The National Assembly for Wales:
1. Welcomes the progress in taking forward the Wales Spatial Plan since its adoption by the National Assembly for Wales in November 2004.

2. Supports the proposal for publication of an update to the Wales Spatial Plan in 2008.

Item 10
: Debate on Sustainable Development Priorities
NDM 3686 Carwyn Jones (Bridgend)

To propose that the National Assembly for Wales:

1. Notes that Welsh Ministers have a statutory duty to promote sustainable development in the exercise of their functions and that this is a key priority of the Welsh Assembly Government.

2. Notes the Welsh Assembly Government’s work to implement this duty and its plans to:

a) Commission an independent review of how well the vision in the Sustainable Development Scheme has been achieved (in accordance with Section 79(7)(a) Government of Wales Act 2006); and

b) Prepare a Sustainable Development Annual Report for 2006/07 to be laid before the National Assembly by the end of 2007.

3. Notes that following the completion of the formal review there will be an opportunity to revise or remake the sustainable development scheme and develop actions to implement it.

Add as new point at end of Motion:

Expresses grave concern about the level of financial resources available to achieve the vision of a sustainable future and calls on the Assembly Government to develop a carbon appraisal tool to help make spending effective.
