That the National Assembly for Wales in accordance with Standing Orders 35.6 and 35.8:

Suspends Standing Order 27.2, to allow the motion in respect of the draft budget for the Government to be moved.

Item 5: Debate on the draft Budget

To propose that the National Assembly for Wales, in accordance with Standing Order 27.6:

Notes the draft budget for the financial year 2010-2011 laid in the Table Office by the Minister for Finance and Public Service Delivery on 5 October 2009.

Item 6: Debate on Safeguarding and Protecting Children in Wales

NDM4325 Carwyn Jones (Bridgend)

To propose that the National Assembly for Wales:

1. Welcomes the publication of the Care and Social Services Inspectorate and Healthcare Inspectorate Wales reports on safeguarding and protecting children in Wales;

2. Notes the improvements made and the work still to be done by the NHS, local authorities and their partners; and

3. Supports the Welsh Assembly Government's intention to take forward work with all the statutory agencies, devolved and non devolved, and to actively pursue these issues.

3. Notes the concern expressed about the impact of NHS reforms on Local Safeguarding Children’s Boards and calls on the Minister to outline how this will be addressed.

4. Notes with concern the doubling of the number of serious case reviews in Wales in 07/08 from the previous year and that there are a further 50-60 cases awaiting review.
