The National Assembly believes that a special strategy is needed to fully realise the potential of seaside towns in Wales, and in particular calls on the Welsh Assembly Government to:

1. Use a range of public and Private Finance Initiative (PFI) funding mechanisms to improve public amenities such as parks, leisure facilities, piers and transport infrastructure in seaside towns;

2. Promote seaside towns as hubs for artistic events and for exhibitions of art from public collections;

3. Help improve tourist information centres;

4. Encourage the growth of the Small and Medium Enterprises (SME) sector in seaside towns, especially those aimed at tourist markets such as crafts, fine food and drink, and gifts; and

5. Market the attractiveness of seaside towns as tourist destinations and locations for economic investment.

The following amendment was tabled:

Amendment - Carwyn Jones (Bridgend)

Delete all after "The National Assembly" and replace with:

"1. Welcomes the significant private and public sector investment in regeneration taking place throughout Wales, including in seaside towns;

2. Supports the commitment in the One Wales agreement to integrated and cross-cutting initiatives aimed at economic development and regeneration; and

3. Believes that this provides the basis for developing a comprehensive approach to the regeneration of Wales’ seaside towns.”

To propose that the National Assembly for Wales:

Recognises that the Provisional Local Government Settlement is an unfair deal for local services.

The following amendment was tabled:

Amendment - Kirsty Williams (Brecon and Radnorshire)

Add new points at end of motion:

"1) Fails to acknowledge the growing demand for adult social services;

2) Is likely to result in above-inflation increases in council tax;

3) Will exacerbate the overarching unfairness of the council tax system.”

Item 6: Welsh Liberal Democrats Debate

NDM3720 Kirsty Williams (Brecon and Radnorshire)

To propose that the National Assembly for Wales:

Calls on the Welsh Assembly Government to re-open the Post Office Development Fund on a region by region basis, as soon as each regional area plan has been agreed.

The following amendments were tabled:

Amendment 1 - Carwyn Jones (Bridgend)

Delete all after "the National Assembly for Wales" and replace with:

"Welcomes the Welsh Assembly Government’s commitment to reinstating and refocusing the Post Office Development Fund.”

Amendment 2 - William Graham (South Wales East)

Add as new point at end of the motion:

"Calls upon the Welsh Assembly Government to open discussions with Royal Mail Group over the role of the Post Office Development Fund in supporting a Social Network of Post Offices across Wales prior to proposals for closure being formalised.”

Amendment 3 - William Graham (South Wales East)

Add as new point at end of the motion:

"Calls upon the Welsh Assembly Government to mount a publicity campaign to ensure postmasters and postmistresses are aware of the fund and how to access it.”

Amendment 4 - William Graham (South Wales East)

Add as new point at end of the motion:

"Calls on the Welsh Assembly Government to:

a) ensure that it uses the Post Office network for Welsh Assembly Government business;

b) encourage the UK Government to provide Government business for the network; and

c) facilitate credit unions operating in conjunction with the Post Office network.”
