Item 4: Debate on the Enterprise and Learning Committee's Report on Post 19 Students with Additional Learning Needs

To propose that the National Assembly for Wales:

Notes the Enterprise and Learning Committee's report on the petition on post 19 students with additional learning needs which was laid in the Table Office on 1 May 2009.

Note: The response of the Minister for Children, Education, Lifelong Learning and Skills was laid in the Table Office on 17 June 2009.

The Motion was agreed in accordance with Standing Order 7.35

Item 5: Welsh Liberal Democrats Debate

NDM4252 Peter Black (South Wales West)

The National Assembly for Wales:

1. Notes the high level of unemployment in the construction industry in Wales.

2. Notes the government's stated intention to improve energy conservation, energy efficiency and to create 'green' jobs.

3 Notes that housing quality and fuel poverty are key determinant factors for health and well being.

4 Believes that the Welsh Assembly Government should develop an integrated, cross-portfolio strategy to:

a) Stimulate the construction industry with refurbishment works for both private and social housing, hospitals and schools, partnering with private investors and private funds where appropriate;

b) Train unemployed construction workers in new sustainable building techniques, and to invest in trainers and trainees;

c) Tackle fuel poverty through home refurbishment focused on energy efficiency; and

d) Improve the Welsh housing stock and achieve subsequent improvements in health and well-being.

"4) Welcomes the Welsh Assembly Government’s strategies to:

a) Establish the Strategic Capital Investment Fund to lever in major investments in housing, hospitals and schools;

b) Support new construction skills through the Can Do Toolkit and the forthcoming Green Jobs Strategy;

c) Consult recently on the National Energy Efficiency and Savings Plan and on proposals to better target the Home Energy Efficiency Scheme at those in fuel poverty, and;

d) Bring forward £40 million of social housing grant, establish a £1 million first time buyers energy efficiency pilot and secure an additional £42 million of investment with the aim of improving and making more affordable housing in Wales.”
