Item 4: Welsh Conservatives Debate  

NDM3673 William Graham (South Wales East) To propose that the National Assembly for Wales: Calls on the Assembly Government to make representations to the UK Government to support the holding of a referendum on the new European Union treaty. The following amendment was tabled:
Amendment - Carwyn Jones (Bridgend) Delete all after "The National Assembly for Wales” and replace with: "1. Welcomes the many benefits which have flowed to Wales from membership of the European Union; 2. Recognises that the draft Reform Treaty contains aspects of direct benefit to the National Assembly; 3. Notes that the Inter-Governmental Conference on the Reform Treaty is still ongoing and there is presently no agreed text, and 4. Believes that a decision on a referendum cannot properly be made until negotiations are concluded.” Voting on the motion and amendment under this item was deferred until Voting Time.   The results were as follows: A vote was taken on the Amendment:

NDM3674 William Graham (South Wales East) To propose that the National Assembly for Wales: Calls on the Welsh Assembly Government to ensure that flood defences already in place are upgraded to meet the same criteria as any new flood defences to be constructed within Wales. The following amendments were tabled:
Amendment 1 - Carwyn Jones (Bridgend) Delete all after "National Assembly for Wales” and replace with: "1. Recognises the commitment of the Welsh Assembly Government to addressing flood risks; 2. Welcomes the new approach to managing such risks in Wales, including its emphasis on the importance of residents' views; 3. Endorses the need for close cooperation between service providers when devising solutions to manage developing flood risk, and 4. Recognises that proper maintenance surveys and procedures are an integral part of the defences themselves.”
Amendment 2 - William Graham (South Wales East) Add new point at end of motion: "Calls on the Assembly Government to place a moratorium on all building on Flood Plains.” Amendment 3 - William Graham (South Wales East) Add new point at end of motion: "Calls on the Assembly Government to include the Association of British Insurers as a statutory consultee in the planning of flood defences and the development of all new build in flood risk areas.” Voting on the motion and amendments under this item was deferred until Voting Time.   The results were as follows: A vote was taken on Amendment 1:

NDM3672 Kirsty Williams (Brecon and Radnorshire)
To propose that the National Assembly for Wales: 1. Calls on the First Minister and the Secretary of State to publish a timetable for devolution of planning controls over power facilities generating over 50 MW and building control regulations;

2. Opposes any new nuclear power stations for Wales;

3. Calls for the Welsh Assembly Government to lobby the UK Government for a guaranteed tariff for micro-generators who contribute to the National Grid; and 4. Urges the Welsh Assembly Government to bring forward proposals to offer incentives for people to "green” their homes. The following amendment was tabled: Amendment - Carwyn Jones (Bridgend) Delete everything after "the National Assembly for Wales" and insert as new points: "1. Recognises the Assembly Government 's commitment  to press for the devolution of planning controls over power facilities generating over 50MW, including nuclear power; 2. Concurs with the Welsh Assembly Government’s intention to call for the devolution of building regulations to help deliver further incentives to "green” Welsh homes; 3. Believes that a guaranteed tariff for micro-generation from domestic properties would help contribute to the fight against climate change, and 4.
