The Presiding Officer announced the results of the ballots for Members to submit proposals for legislation.  The result was as follows:

The Legislative Competence Order Ballot was won by Jenny Randerson with her proposal on Major Development Travel Plans.

Item 4: Debate on the Rural Development Sub-Committee's Report on its Inquiry into the Reorganisation of Schools in Rural Wales

The National Assembly for Wales:
Notes the report of the Rural Development Sub-committee on its inquiry into the Reorganisation of Schools in Rural Wales laid in the Table Office on 28 November 2008.

The National Assembly for Wales:
Calls on the Welsh Assembly Government to appoint a Cancer Tsar for Wales.

The following amendment was tabled:

Delete "appoint” and insert "look into all possible options for improving cancer services in Wales, including whether it is feasible to have”

Item 6: Welsh Conservatives Debate

NDM4120 William Graham (South Wales East)

The National Assembly for Wales:

1. Recognises the valuable role Welsh agriculture has to play in battling the economic downturn;

2. Regrets that the introduction of compulsory electronic identification for sheep will have a devastating impact on the Welsh sheep industry;

3. Notes that the current system of sheep tagging provides full and robust traceability;

4. Regrets the considerable technical shortcomings and disproportionate costs of current systems of identification;

5. Calls on the Welsh Assembly Government to postpone the introduction of compulsory electronic identification until it is cost-effective and 100% reliable under field conditions.
