To ask the Minister for Communities and Tackling Poverty

Andrew RT Davies (South Wales Central): What guidance is issued to local authorities in relation to the statutory provision of childcare? (WAQ67339)

The Deputy Minister for Tackling Poverty (Vaughan Gething): The Childcare Act 2006 sets out the statutory position in relation to the duty upon local authorities in Wales to provide childcare. The duty involves:

  • Undertaking a childcare sufficiency assessment (CSA);
  • Ensure sufficient childcare; and
  • Providing information, advice and assistance to parents, prospective parents and those with parental responsibility or care of a child, relating to childcare.

Guidance to Local authorities in respect of the Act was issued in 2008 (Guidance Circular No 013/2008). Further guidance in the form of a toolkit was issued in 2010 to assist Local Authorities in carrying out their duties under the Act in respect of conducting a Childcare Sufficiency Assessment.

Edwina Hart: I have an ongoing dialogue with Ford Motor Company regarding the support Welsh Government can provide, including discussions on the future of the plant.

Simon Thomas (Mid and West Wales): What assessment has the Minister made of the relevance of the work of the Clinical Human Factors Group to the NHS’s ways of working in Wales? (WAQ67338)W

The Minister for Health and Social Services (Mark Drakeford): The 1000 Lives Improvement service promotes the work of the Clinical Human Factors Group (CHFG). Understanding the importance of human factors has long been recognised as an essential component of understanding patient safety issues in order to make improvements. Human factors is incorporated into key 1000 Lives programmes in particular Improving Quality Together (IQT), the national quality improvement training methodology for all NHS Wales staff.
