Andrew R.T. Davies (South Wales Central): When did the Minister first become aware that there was insufficient capital funding for the Specialist and Critical Care Centre in Gwent NHS Trust? (WAQ54512)

Andrew R.T. Davies (South Wales Central): When did the Minister become aware that insufficient funding was available to secure the Specialist and Critical Care Centre in Gwent NHS Trust? (WAQ54513)

The Minister for Health and Social Services (Edwina Hart): It is inaccurate to say that there is insufficient funding available for the proposed Specialist and Critical Care Centre (SCCC) in Gwent. A formal decision on funding will not be made until a robust business case is submitted. The capital cost of the proposed development will be significant and the availability of funding will be assessed against funding bids for other important proposed health projects across Wales.

Andrew R.T. Davies (South Wales Central): Is there sufficient supply of the tamiflu vaccine to cover the worst case scenario of the swine flu outbreak in Wales? (WAQ54514)

Edwina Hart: Tamiflu is an antiviral treatment rather than a vaccine. The Welsh Assembly Government already has sufficient stockpiles of antivirals for 50% of the population. The four home countries are increasing their stockpiles with the aim of covering 80% of the population by the autumn. We are also increasing stocks of antibiotics which can help treat the complications from flu.

In respect of A/H1N1 vaccines, orders have been placed with manufacturers to secure sufficient supplies to vaccinate the whole UK population. The rate at which vaccines will be manufactured and delivered means that prioritisation will be needed. We are therefore working closely with the other UK health departments to agree a common approach.

Andrew R.T. Davies (South Wales Central): Does the Minister propose to ration tamiflu supplies in the event of a major outbreak of swine flu in Wales? (WAQ54515)

Edwina Hart: There are no plans to ration tamiflu. As I reported last week, we have now moved from the containment to the treatment phase. This means an immediate end to contact tracing, prophylaxis and the laboratory confirmation of cases. This also means focussing antiviral treatment on at risk groups, more susceptible to developing serious illness or complications. These are all the groups at risk from seasonal influenza, plus pregnant women and children under 5. Provision of antivirals to people with influenza who are not in an at risk group will be at the discretion of clinicians. The Welsh Assembly Government has issued antivirals to Local Health Boards from the national stockpile and is developing a system to enable the supply of antivirals to community pharmacists.

Andrew R.T. Davies (South Wales Central): Will the Minister make a statement on the provision of facilities for the washing of nurse uniforms in Welsh hospitals? (WAQ54517)

Edwina Hart: Trusts are working with officials in scoping current on-site laundry facilities, an All Wales Dress Code will be introduced later this year, and the dress code will contain guidance on how best to launder uniforms at home whilst facilities are being developed. Nurses/midwives will be issued with sufficient uniforms to enable them to wear a clean uniform each shift.

Andrew R.T. Davies (South Wales Central): Will the Minister make a statement on the cost per employee of the new nurse uniforms in Welsh hospitals? (WAQ54518)

Edwina Hart: An initial costing has been carried out for the All Wales Nurse Uniform however the final cost per employee is not yet available as the procurement process has only recently begun and the contract has not yet been awarded.

Nerys Evans (Mid and West Wales): Who represents Wales on the UK Inter-Ministerial Group on Domestic Violence? (WAQ54452)

The Minister for Social Justice and Local Government (Brian Gibbons): I am the Welsh Assembly Government representative on the UK Inter Ministerial Group on Domestic Violence. I ensure that Wales is kept up to date with the proceedings of this group by receiving all papers and by officials reporting developments through their attendance at the officials group. This ensures that Wales is closely involved in any decisions concerning non-devolved initiatives.

Nerys Evans (Mid and West Wales): What assessment has the Minister made of the impact of the UK Inter-Ministerial Group on Domestic Violence on Wales? (WAQ54453)

Brian Gibbons: In my Cabinet Written Statement published on 26 February 2009 I said it was very important that we continue to work with the UK Government on issues relating to violence against women. I keep in touch with the work of the UK Inter-Ministerial Group and this provides an opportunity to ensure that co-operation happens.

Kirsty Williams (Brecon and Radnorshire): Will the Minister identify what formal links are in place to aid interaction between his department and UNESCO? (WAQ54504)

The Minister for Heritage (Alun Ffred Jones): I understand that formal links between UNESCO and the Assembly Government are through the Department for Children Education Lifelong Learning and Skills rather than through the Heritage department.

However, my department has engaged with UNESCO most notably during the recent successful World Heritage Pontcysyllte bid, where Cadw were represented on the bid’s Steering Group.
