Questions to the Minister for Environment, Sustainability and Housing

Andrew R.T. Davies (South Wales Central): What discussions has the Minister had regarding tidal flow projects in Wales? (WAQ50786)

The Minister for Environment, Sustainability and Housing (Jane Davidson): It would be inappropriate given my potential role in the decision-making process for me to hold direct discussions with developers on specific projects. I am however, aware that there is interest in the possible development of a tidal stream renewable device in the seas around Pembroke and Anglesey. We welcome such interest as we believe the marine environment in Wales offers significant opportunities for harnessing the renewable energy of waves and tides.

To underline our marine aspirations we are currently developing a research project that will lead to the production of the Marine Renewable Energy Strategic Framework for Wales. The overall aim of the Strategy would be to ensure the optimum use of the marine renewable resource in Welsh seas.

Andrew R.T. Davies (South Wales Central): What discussions has the Minister had regarding tidal lagoons in Wales? (WAQ50787)

Jane Davison: I have spoken with the Sustainable Development Commission about their suggestion for a competition for a pilot scheme; I have also discussed this with the UK Energy Minister. I welcome the UK Government’s announcement that tidal lagoons will be drawn into the Renewables Obligation Scheme.

Questions to the Minister for Rural Affairs

Nick Ramsay (Monmouth): Will the Minister make a statement on the retail price of Welsh lamb per Kg compared to the price producers receive? (WAQ50799)

The Minister for Rural Affairs (Elin Jones): In November 2007 the GB average retail price for lamb was 574.5 pence per kg in comparison to the average farm price of 197.9 pence per kg (deadweight). I am seeking to influence retailers to consider measures to ensure the profits in the supply-chain are distributed more equitably.

Nick Ramsay (Monmouth): Will the Minister make a statement on the price Welsh sheep farmers are currently receiving for lamb? (WAQ50800)

Elin Jones: On 1 December 2007 the average Welsh weekly producer price for finished lambs was 79.61 pence kg (liveweight). This is 20 per cent lower than for the same period in 2006. However, there is evidence to suggest that returns are improving, as current prices are 8 per cent higher than the equivalent price on 03 November 2007 (73.65 pence per kg liveweight).

Nick Ramsay (Monmouth): Will the Minister make a statement on how she is looking to ensure Welsh sheep farmers are able to secure a better price for their produce? (WAQ50801)

Elin Jones: I am seeking to influence the retailers to consider measures to ensure the profits in the supply-chain are distributed more equitably and to stock more locally produced red meat. I have also, in response to the Competition Commission provisional findings, supported the suggestion that an independent body be appointed to monitor and regulate this multiple retail sector.

Paul Davies (Preseli Pembrokeshire): In light of the recent statements of EU Commissioner Dimas will the Minister detail whether she intends to support the Commissioner's opinion and refuse consent for the growing and commercialization of the GM maize varieties BT11 and 1507? (WAQ50802)]

Elin Jones: I am aware of Commissioner Dimas’s concerns. It is understood that these maize varieties are not suitable for cultivation in Wales, but I have, nevertheless, asked the Advisory Committee on Releases to the Environment (ACRE) to advise on the research on the potential for these insect resistant maize varieties to damage the environment and aquatic ecosystems in particular.

Kirsty Williams (Brecon and Radnorshire): Can the Minister confirm whether there are plans to have vaccine available in Wales should there be an outbreak of bluetongue disease next spring? (WAQ50804)

Elin Jones: I refer you to my Written Statement of 13 December 2007.
