To ask the Minister for Health and Social Services

Kirsty Williams (Brecon and Radnorshire): Will the Minister provide an update on progress to clear the backlog of claims over eligibility for continuing health care? (WAQ66123)

Answer received on 18 December 2013

The Minister for Health and Social Services (Mark Drakeford): There are currently two processes for dealing with claims for Continuing NHS Healthcare (CHC).

Retrospective claims received prior to, or on, 15 August 2010

Of the 2,454 claims received to date, as of 30 November, there are 22% of cases remaining. The latest estimate is that cases will be reviewed by the end of April 2014, in advance of the June 2014 deadline.

Retrospective claims received post 15 August 2010 are

managed by individual LHBs and have no deadline for completion. Work is currently underway to scope the current backlog of claims being processed by Local Health Boards (LHBs). I have also acted on the recommendations of the recent Wales Audit Office report, by establishing an executive Task and Finish group, chaired by the Chief Executive of Powys (teaching) LHB to look at options for addressing the existing backlog of those claims. It will present its proposals in the New Year.

The 2010 National Framework for Continuing NHS Healthcare has recently been reviewed and is currently out for consultation. The new arrangements will be published in summer 2014 and will propose that no retrospective review should take longer than two years to be processed.
