Antoinette Sandbach (North Wales): Will the Minister state when the 2013 update of monitoring results for the Walking and Cycling Action Plan 2009-13 will be available? (WAQ66436)

The Minister for Culture and Sport (John Griffiths): The monitoring results for the Walking and Cycling Action Plan 2009-13 will be published once the relevant source data becomes available in spring 2014.

Aled Roberts (North Wales): What timescales has the Minister applied to implementing the recommendations contained within the Edinburgh Report? (WAQ66433)

Aled Roberts (North Wales): When will the Minister be providing the Assembly with an update on the implementation of recommendations within the Edinburgh Report? (WAQ66434)

The Minister for Education and Skills (Huw Lewis): The report contains 22 recommendations for Welsh Government, of which we have accepted 9, accepted 9 in part or in principle and rejected 4. Timescales for implementation vary between recommendations, as shown in my response to the Edinburgh report, and with some recommendations there is some scoping work to be done before a completion date can be established. I will be providing an update on the implementation of the recommendations from the Edinburgh Report in October this year.

Paul Davies (Preseli Pembrokeshire): In light of the second supplementary budget 2013-14, will the Minister detail the amount of money which will be in Welsh Government reserves at the end of the financial year 2013-14? (WAQ66437)

Jane Hutt: The Second Supplementary Budget 2013-14 set reserves as follows:

The levels of reserves are within the limits set by HM Treasury for carry forward into 2014-15, but will be used if necessary for significant unplanned events that may occur between now and the current financial year-end.

Paul Davies (Preseli Pembrokeshire): Will the Minister detail how the savings are being made in the budget line “Delivery of Targeted NHS Services” with regards to the net transfer out of this budget line? (WAQ66438)

The Minister for Health and Social Services (Mark Drakeford): The net transfer of £171,057k out of the “Delivery of Targeted NHS Services” action level relates, in the main, to two technical adjustments; the first being a transfer of £169,740k to the “Delivery of Core NHS Services” action level following the transfer of the LHB Depreciation budget. The second relates to a transfer of £1,166k out of the DHSS MEG to the Central Services and Administration MEG (Academi Wales Action level) following the transfer of some functions previously undertaken by the National Leadership and Innovation Agency for Healthcare (NLIAH).

 

Paul Davies (Preseli Pembrokeshire): As there is a £3,670k net transfer out of “Support Education and Training of NHS Workforce Action”, will the Minister detail what the additional £85k into this budget line is to make up for the £3,755k transfer out from “Delivery of Targeted NHS Services” in the second supplementary budget? Mark Drakeford: The transfer of £85k relates to a technical adjustment from the “Promote Health Improvement & Health Working” action level of the DHSS MEG for the provision of the Occupational Health Bursary Programme.

 

Paul Davies (Preseli Pembrokeshire): Will the Minister detail how the additional £50m in the Health Portfolio, which will be retained by the Welsh Government, will be allocated and if there are timescales planned for these allocations? (WAQ66440)

Mark Drakeford: There are no planned allocations to be made. The £50m will be held within the Health and Social Services MEG, for determination at the year-end.
