Jonathan Morgan (Cardiff North): Which public service organisations have applied for the Invest-to-Save fund, which have been successful and how much money has each been allocated. (WAQ55662)

There was a very positive response to the first round of the Invest-to-Save Fund with 102 expressions of interest being received, which included 64 from the NHS , 30 from local government, 6 from HE institutions and 2 from the third sector. A number of multiple applications were made by some bodies, therefore the actual number of organisations submitting expressions of interest was 31.
Details of those projects being progressed with support from the Invest-to-Save Fund and the value of that support is set out below.

The total value of funding being provided to projects announced in the first two tranches of the Invest-to-Save Fund is some £11.5 million. This is being allocated to projects during this and next financial year depending on when they get underway.

The very large number of objections and the complexity of the proposal mean that it is not possible to say with any certainty when a decision will be issued. At present, I am hoping that this will be in the next few weeks, but this cannot be guaranteed.

Brian Gibbons (Aberavon): Will the Minister make a statement on the reduction of green house gas emissions in Wales since 1990 and how do they compare to the UK wide result publish on February 2nd. (WAQ55664)

The UK figures published on February 2nd relate to a comparison with a base year. The base year consists of emissions of carbon dioxide, methane and nitrous oxide in 1990, and of hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride in 1995.
UK emissions of the basket of six greenhouse gases covered by the Kyoto Protocol were 19.4% lower in 2008 than in the base year. Welsh figures for 2008 will not be published until September. However, total emissions in Wales for 2007 were 14.9% lower than in the base year.

UK net emissions of carbon dioxide were 10.1% lower in 2008 than in 1990. Welsh figures for 2008 will not be published until September. However, emissions of carbon dioxide in Wales for 2007 were 9.5% lower than in 1990.

The Welsh Assembly Government is committed to making Wales a leading provider of green energy. We currently estimate that approximately 3TWh of the electricity consumed in Wales is generated from renewable sources - hydro, wind, landfill gas, anaerobic digestion of sewage and biomass. There is considerable interest from developers in relation to the spectrum of new technologies including biomass, onshore and offshore wind, wave and tidal. We estimate there is up to approximately 3,000MW of additional renewable development projects, either consented or within the planning process, and I am confident that considerable additional capacity will come on line over the coming years to significantly exceed the 2020 7TWh target.
