Answer received on 25 September 2015

The Minister for Health and Social Services (Mark Drakeford): Any decision to allow community leave is only taken after a full risk assessment by medical staff and with the consent of Ministry of Justice officials under delegated authority.

An investigation into this case will be carried out by Betsi Cadwaladr University Health Board and the Ministry of Justice.
