Presiding Officer announces winner of non-Government legislation ballot

The Presiding Officer of the National Assembly for Wales, Rosemary Butler AM, has announced the winner of the latest ballot for non-Government legislation.
Mark Isherwood AM’s name was drawn at random during Plenary on Wednesday 21 November.
The proposal states:
“The proposed Bill is designed to amend the Direct Payments system of social care in Wales, changing it from one where service users opt-in to use a Direct Payment to one where they opt-out.”
Mr Isherwood said: “I am very pleased to have been selected. Direct Payments allow people to make more of the decisions which affect their lives. If a person receives Direct Payments they can decide how their needs will be met, by whom and at what time. They allow for care that is flexible and encourages independence.
“By making Direct Payments the norm rather than the exception this Bill would give service users and carers the opportunity to plan their own care and support services.”
