To propose that the National Assembly for Wales:

Welcomes the Welsh Assembly Government's continuing efforts to alleviate the impact of the recession on Welsh families, businesses and communities.

Amendments tabled on 26 February 2009

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4154

1. William Graham (South Wales East)

Add new point at end of motion:

Notes with concern the lack of an effective monitoring system to measure the effectiveness of the Welsh Assembly Government’s policies to alleviate the impact of the economic crisis.

2. Peter Black (South Wales West)

Add as new point at end of motion:

Calls on the Welsh Assembly Government to ensure that the discussions in the economic summits are followed through with decisive action.

3. Peter Black (South Wales West)

Add as new point at end of motion:

Notes that council tax is a regressive form of taxation which has a disproportionate impact on those already suffering most from the recession and calls on the Welsh Assembly Government to replace it with a fairer system of local taxation based on ability to pay.

Add as new point at end of motion:

Calls on the Welsh Assembly Government to re-focus the Home Energy Efficiency scheme so that it helps people living in fuel poverty.

Add as new point at end of motion:

Calls on the Welsh Assembly Government to stimulate the construction industry, by using all available resources to bring hospitals and schools up to standard.

6. Peter Black (South Wales West)

Add as new point at end of motion:

Calls on the Welsh Assembly Government to ensure that public sector procurement policies provide a level playing field for small and medium sized Welsh businesses.

Add as new point at end of motion:

Believes that new and emerging industries provide opportunity for economic growth and calls on the Welsh Assembly Government to bring forward its green jobs action plan as soon as possible.
