NDM4155 Darren Millar (Clwyd West): Real Devolution - Power to the People

NDM4156 William Graham (South Wales East)

The National Assembly for Wales

1. Notes the burden placed on individuals and families in Wales by the 73% increase in Council Tax since 1999;

2. Particularly regrets the severe impact that Council Tax increases have had on pensioners in Wales who are now paying nearly a quarter of their Basic State Pension on Council Tax bill;

3. Calls on the Welsh Assembly Government to allow local authorities to use funds released as a result of their efficiency savings to limit Council Tax increases in future years.

NDM4157 William Graham (South Wales East)

To propose that the National Assembly for Wales:

1. Notes with concern the inconsistencies in Police Funding in Wales;

2. Calls on the Welsh Assembly Government to co-ordinate action to address the adverse consequences arising from the incoherent funding of our Police Forces.

NDM4158 Peter Black (South Wales West)

To propose that the National Assembly for Wales:

Calls on the Welsh Assembly Government to identify what measures it is taking to safeguard the personal data it, and the services it funds, hold on people in Wales.

Amendments Tabled on 27 February 2009

To propose that the Assembly resolve to adopt the following amendments to motions:

NDM4156

1. Peter Black (South Wales West)

Add as new point at end of motion:

Notes that council tax places a disproportionate burden on people on low incomes and believes that it should be replaced with a fairer system based on ability to pay.

2. Carwyn Jones (Bridgend)

Insert new point after point 1 and re-number accordingly:

Recalls that the council tax was introduced by the Conservative Party, and notes that council tax increases over the past four years have been at their lowest recorded level.

3. Carwyn Jones (Bridgend)

Delete point 2 and replace with:

Endorses the actions taken by the Welsh Assembly Government to mitigate the impact of council tax increases on pensioners.

4. Carwyn Jones (Bridgend)

Delete point 3 and replace with:

Recognises that the Welsh Assembly Government allows local authorities to use funds released as a result of efficiency savings beyond 1% to limit council tax increases in future years.

NDM4157

1. Peter Black (South Wales West)

Add as new point at end of motion:

Regrets the decision of the Minister to apply different capping criteria to police forces in Wales to those applied in England.

2. Carwyn Jones (Bridgend)

In point 2 delete all after “Government” and replace with:

“to continue to press for a more equitable formula and coherent system of funding for our police forces, consistent with the protection of Welsh interests.”

1. Alun Cairns (South Wales West)

Add as new point at end of motion:

Recognises the sensitive nature of medical records and the distress to patients caused by increased incidents of data loss.
