To propose that the National Assembly for Wales:

Notes the report of the Sustainability Committee on Mainstreaming sustainability in Ministerial portfolios - 10 years of the statutory duty which was laid in the Table Office on 17 July 2009.

Note: The response of the Minister for the Environment, Housing and Sustainability to the report was laid in the Table Office on 28 October 2009

To propose that the National Assembly for Wales:

Notes the report of the Subordinate Legislation Committee on its Inquiry into the Scrutiny of Subordinate Legislation and Delegated Powers, which was laid in the Table Office on 20 May 2009.

Note: The response by the Counsel General to the report was laid on 3 December 2009.

The National Assembly for Wales supports the Fuel Poverty Charter and calls on the Welsh Assembly Government to incorporate the policy aims of the Charter in its forthcoming Fuel Poverty Strategy.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add as new point at end of motion:

Calls on the Welsh Assembly Government to refocus the Home Energy Efficiency Scheme to ensure that it tackles fuel poverty more effectively.

Delete all and replace with:

To propose that the National Assembly for Wales:

1. Notes that the Welsh Assembly Government has recently concluded a consultation on its forthcoming Fuel Poverty Strategy;

2. Looks forward to the policy aims of the Fuel Poverty Charter being addressed in that Strategy;

3. Welcomes the recent additional investment provided by the Welsh Assembly Government to this priority area.
